الموضوع: هل سكان جنوب إفريقيا أفارقة فعلاً؟
السيد الرئيس،
صرح الرئيس الأمريكي السابق باراك أوباما خلال زيارته إلى العاصمة الغينية أكرا في 11 يوليو 2009، قائلاً: “مستقبل إفريقيا يعود إلى الأفارقة”. هذا التصريح يذكّرنا بما قاله ملكنا الأمازيغي ماسينيسا منذ 2200 عام، حينما قال: “إفريقيا للأفارقة”.
السيد الرئيس،
نكتب إليكم للتعبير عن قلقنا إزاء بعض قراراتكم التي، للأسف، تبدو متعارضة مع الهوية الإفريقية ومصالح الشعوب الإفريقية. لقد فوجئنا برد فعل حزبكم، حزب المؤتمر الوطني الإفريقي (ANC)، عقب زيارة السيد كوبينغ أوبيد بابيلا إلى المغرب، التي كان الهدف منها تعزيز العلاقات الاقتصادية بين بلدينا. وقد رحب المغرب، البلد الأمازيغي المعروف بحسن ضيافته، بهذه المبادرة التي تهدف إلى تقريب الطرفين البعيدين من قارتنا.
من المهم أن نذكر أن بلداناً مثل المغرب والجزائر وتونس وليبيا ومصر وموريتانيا هي أساساً دول إفريقية، وليست “عربية” كما يدّعي البعض [1]. كما أن مصطلح “إفريقيا” نفسه جاء من الكلمة الأمازيغية “أفري”، والتي كانت تشير في الأصل إلى الأراضي التونسية في ظل الإمبراطورية الرومانية. إذا كان بعض القادة يزعمون هوية “عربية”، فإنهم يروجون لإيديولوجية مستوردة، رغم أن تاريخ قارتنا يشهد على هوية إفريقية متجذرة.
من المؤسف أن حكومتكم قد عاقبت السيد بابيلا لأنه اعترف بالأخوة التي تجمع بين شعوبنا، مذكّراً بالمساعدة الثمينة التي قدمها المغرب لنيلسون مانديلا، زعيمنا الإفريقي. لقد شهد مانديلا بنفسه على الدعم المالي والعسكري الذي تلقاه من المغرب والملك محمد الخامس. هذا الرابط التاريخي والالتزام المغربي بنضال مانديلا من أجل الحرية وجنوب إفريقيا يستحق الاحترام: www.youtube.com/watch?v=iSsw75dgwUc
السيد الرئيس،
على ضوء هذه المواقف، نتساءل بحق هل أنتم، فعلاً، أفارقة؟ إذا كانت حكومتكم تدافع فعلاً عن مصالح الشعوب الإفريقية.
نلاحظ أنكم تبذلون جهداً كبيراً لدعم القضية الفلسطينية، رغم أنها قضية لا تخص قارتنا بشكل مباشر. وفي الوقت نفسه، تتجاهلون الانتهاكات الجسيمة لحقوق الإنسان التي يعاني منها الشعب الطوارقي في أزواد، والشعب الليبي، وشعوب أخرى في إفريقيا التي تتعرض للتهميش والإقصاء.
عند الحديث عن حالة الطوارق في أزواد، الذين يعانون من انتهاكات جسيمة لحقوق الإنسان وتطهير عرقي من قبل الحكومة المالية[2] ، فقد بادرت منظمتنا، التجمع العالمي الأمازيغي، بمخاطبة الرئيس الفرنسي السيد إيمانويل ماكرون[3] ، والرئيس الروسي السيد فلاديمير بوتين[4] ، والسيد عبد الحميد الدبيبة، رئيس حكومة الوحدة الوطنية في ليبيا، ووزراء الخارجية مثل السيد ناصر بوريطة من المغرب، السيد عبد الله ديوب من مالي، السيد سامح شكري من مصر، السيد نبيل عمار من تونس، السيدة عائشة تال سال من السنغال، السيدة رناجنيويندي أوليفيا روامبا من بوركينا فاسو[5]، والاتحاد الأوروبي[6] ، والرئيس التركي السيد رجب طيب أردوغان[7] ، والسيد محمد ولد الشيخ الغزواني، رئيس الجمهورية الإسلامية الموريتانية والرئيس الحالي للاتحاد الإفريقي[8] . وحتى الآن، لم نتلقّ أي رد إيجابي منهم بشأن هذه الجريمة ضد الإنسانية التي تحدث في قلب إفريقيا. ودبلوماسيتكم لا تتحدث عنها أبداً!
نود أيضاً أن نلفت انتباهكم إلى المخاوف بشأن توافق سياستكم الخارجية مع سياسة الجنرالات الجزائريين الذين يقودون سياسة قمعية تجاه الأمازيغ في الجزائر وينتهكون حقوق الإنسان. هؤلاء “الجنرالات الجزائريين” الذين ينبغي تقديمهم للمحكمة الجنائية الدولية[9] ، يمارسون “إرهاب دولة” من خلال إنشاء جماعات جهادية، مثل تنظيم “القاعدة في بلاد المغرب الإسلامي”، الذي تعمل من زعزعة استقرار دول الساحل. لقد قتلوا بوحشية 127 شاباً من منطقة القبائل في أبريل 2001 والمغني الشهير لونيس معتوب في 25 يونيو 1998، وقمعوا بشدة سكان منطقة المزاب في عامي 2014 و2015، ويلاحقون نشطاء حقوق الإنسان والحركات السياسية السلمية، مثل حركة تقرير مصير القبائل (MAK)، التي صنفوها كحركات إرهابية. ومؤخراً، حاولوا اختطاف الكاتب والصحفي الشاوي، وعضو منظمتنا، هشام عبود، في برشلونة في 18 أكتوبر الماضي (وتم إنقاذه لحسن الحظ من قبل الحرس المدني الإسباني في ليبريخا)[10] … نأمل بشدة أن تعارض جنوب إفريقيا مثل هذه السياسات، وأن تدعم التطلعات الديمقراطية في الجزائر وتعزز التعاون الإقليمي الأكبر في شمال إفريقيا.
في هذا السياق، ننصحكم بالابتعاد عن هؤلاء الجنرالات الجزائريين الذين يسعون جاهدين لزعزعة استقرار جارتهم، المغرب، بدعمهم وتمويلهم لحركتين انفصاليتين وإرهابيتين: جبهة البوليساريو، التي تسعى إلى إنشاء “جمهورية عربية” على أرض “أمازيغية وإفريقية” منذ عام 1976، و”الحزب الوطني الريفي”. هؤلاء الجنرالات يعاندون في عرقلة أي اتحاد إقليمي لدول شمال إفريقيا وعلاقاته التجارية مع أوروبا، كما أشرنا في رسالتنا المؤرخة في 1 أكتوبر والموجهة إلى أعضاء البرلمان الأوروبي والنواب الإسبان والفرنسيين والبلجيكيين[11] .
في الختام، السيد الرئيس، إذا كانت جنوب إفريقيا تطمح للحصول على مقعد دائم في مجلس الأمن الدولي، فعليها أن تُظهر التزاماً صادقاً وفعالاً من أجل السلام وازدهار إفريقيا ككل. دعم المغرب، على سبيل المثال، اقترح حلاً سياسياً لمنطقة الصحراء، وقد اعترفت به الولايات المتحدة وفرنسا وإسبانيا وعشرات من الدول الإفريقية… دعم المبادرات الإفريقية من أجل السلام، وتعزيز حقوق الطوارق في الحكم الذاتي الإقليمي ضمن مالي فيدرالية (كما يقترح ذلك رئيسنا المفوض الدكتور ميمون الشرقي[12] ). المساعدة في إنهاء الحرب الأهلية في ليبيا، بإجبار رحيل المرتزقة السوريين من منطقة طرابلس والمرتزقة الروس من مجموعة فاغنر في برقة. المشاركة في المصالحة بين السودانيين… وفيما يتعلق بالجزائر، بذل الجهود لدعم مطالب “حراك الجزائر” الديمقراطية منذ فبراير 2019، من خلال الضغط لنقل السلطة من أعلى السلطات العسكرية إلى سلطة مدنية جديدة منتخبة بشكل قانوني وديمقراطي. دون نسيان تقديم المساعدة العاجلة والدائمة، وخاصةً للاجئين الذين يواجهون صعوبات، مثل تقديم المساعدات الإنسانية العاجلة لمئات الآلاف من اللاجئين من أزواد في موريتانيا ومن السودانيين في تشاد…

Monsieur le Président,
Lors de sa visite à Accra le 11 juillet 2009, l’ex-président des États-Unis, Barack Obama, déclarait : « L’avenir de l’Afrique appartient aux Africains ». Cette affirmation rappelait les paroles de notre roi amazigh Massinissa, qui, il y a 2200 ans, clamait : « L’Afrique aux Africains ».
Monsieur le Président,
Nous vous écrivons pour exprimer notre inquiétude quant à certaines de vos décisions qui, malheureusement, semblent aller à l’encontre de l’identité africaine et des intérêts de nos peuples. Nous avons été particulièrement surpris par la réaction de votre parti, l’African National Congress (ANC), à la suite de la visite de M. Kopeng Obed Bapela au Maroc, dont le but était de renforcer les relations économiques entre nos deux pays. Le Maroc, pays amazigh renommé pour son hospitalité, a accueilli favorablement cette initiative, visant à rapprocher les deux extrémités de notre continent.
Il est important de rappeler que des pays comme le Maroc, l’Algérie, la Tunisie, la Libye, l’Égypte et la Mauritanie sont fondamentalement africains, et non « arabes » comme certains peuvent le prétendre [1]. D’ailleurs, le terme même « Africa » provient du mot amazigh «Afri», qui désignait à l’origine le territoire tunisien sous l’Empire romain. Si certains dirigeants revendiquent une identité arabe, ils perpétuent une idéologie importée, alors même que l’histoire de notre continent témoigne d’une identité africaine bien enracinée.
Il est regrettable que votre gouvernement ait sanctionné M. Bapela pour avoir reconnu la fraternité qui lie nos peuples, en rappelant l’aide précieuse que le Maroc a apportée à Nelson Mandela, notre leader pan-africain. M. Mandela lui-même a témoigné de l’appui financier et militaire reçu du Maroc et du roi Mohammed V. Ce lien historique et cet engagement du Maroc envers la lutte de Mandela pour la liberté et l’Afrique du Sud méritent le respect : www.youtube.com/watch?v=iSsw75dgwUc .
Monsieur le Président,
Face à certaines de vos positions, nous sommes en droit de nous demander si votre gouvernement défend réellement les intérêts des peuples africains. Si vous êtes vraiment des Africains ?
Nous constatons que vous mettez beaucoup d’énergie à soutenir la cause palestinienne, bien qu’il s’agisse d’un conflit qui ne concerne pas directement notre continent. Pendant ce temps, les graves violations des droits de l’homme subies par les Touaregs d’Azawad, les populations libyennes et autres groupes en Afrique semblent reléguées au second plan.
Abordant le cas des Touarègues et des Populations Maures d’Azawad, objet de très graves violations des droits de l’homme et de nettoyage ethnique de la part de gouvernement malien [2]. Notre ONG, l’Assemblée Mondiale Amazighe, avais pris l’initiative d’interpeller le président français, Mr. Emmanuel Macron [3], le président russe, Mr. Vladimir Poutine [4], Mr. Abdelhamid Dbeibeh, Chef du Gouvernement d’Union Nationale de Libye, et les ministres des affaires étrangères Messieurs Nasser Bourita pour le Maroc, M. Abdoulaye Diop pour le Mali, M. Sameh Choukry pour l’Egypte, M. Nabil Ammar pour la Tunisie, Mme. Aïssata Tall Sall pour le Sénégal, Mme. Ragnaghnèwendé Olivia Rouamba pour le Burkina Fasso [5], l’Union Européenne [6], le président turque Mr. Recep Tayyip Edrogan [7] et Monsieur Mohamed Ould Cheikh El-Ghazouani en tant que Président de la République Islamique de Mauritanie et Président en exercice de l’Union Africaine (UA) [8], et jusqu’à maintenant nous n’avons reçu aucune réponse favorable de leurs parts sur ce crime contre l’humanité qui se déroule en plein cœur d’Afrique. Et votre diplomatie n’en parle guère !
Nous souhaitons également souligner les inquiétudes concernant l’alignement de votre politique étrangère sur celle des généraux algériens, qui mènent une politique répressive à l’égard des Amazighs en Algérie et violent les droits humains. Ces ‘généraux algériens’ que nous devrions traduire devant la Cour Pénal International (CPI) [9], pratiquent un « terrorisme d’Etat », par la création des groupes djihadistes, à l’exemple d’Al Qaïda au Maghreb islamique (AQMI), quiont réussi à déstabiliser les pays du Sahel. Ils ont assassiné impunément 127 jeunes de la région de la Kabylie en avril 2001 et le célèbre chanteur Lounès Matoub, le 25 juin 1998, réprimés sévèrement les Mozabites durant les années 2014 et 2015, et poursuivent les militants des droits de l’homme et les mouvements politiques pacifistes, comme le Mouvement pour l’Autodétermination de la Kabylie (MAK), qu’ils ont traités comme des mouvements terroristes. Tout récemment, ils ont essayé de kidnapper et d’enlever l’écrivain et journaliste chaoui, et membre de notre ONG, Hicham Aboud, à la ville de Barcelone le 18 octobre dernier (et libéré, heureusement et par miracle, par la Guardia Civil espagnole à Lebrija)[10]…Il serait fort souhaitable de voir l’Afrique du Sud s’opposer à de telles politiques, en soutenant les aspirations démocratiques en Algérie et en favorisant une plus grande coopération régionale en Afrique du Nord.
Dans ce sens, nous vous conseillons de prendre vos distances à l’encontre de ces généraux algériens, obsédés à déstabiliser son voisin, le Maroc, en soutenant et en finançant deux mouvements séparatistes et terroristes : le le Polisario, qui aspire à installer une république « Arabe» en terre « Amazighe et Africaine » depuis 1976, et le « Parti National Rifain ». Des généraux qui s’entêtent à bloquer toute union régionale des Etats d’Afrique du Nord et de ses relations commerciales avec l’Europe, comme nous venons de le dénoncer une n-ième fois par notre correspondance du 1er octobre dirigée aux eurodéputés de l’Union Européenne et aux députés espagnols, français et belges [11].
En conclusion, Monsieur le Président, si l’Afrique du Sud aspire à obtenir un siège permanent au Conseil de sécurité de l’ONU, elle devra démontrer un engagement sincère et efficace pour la paix et la prospérité de l’Afrique dans son ensemble. Le Maroc, par exemple, a proposé une solution politique pour la région du Sahara, reconnue par les États-Unis, la France, l’Espagne et des dizaines de pays africains… Soutenir des initiatives africaines pour la paix, promouvoir les droits des peuples touaregs à disposer d’une autonomie politique régionale au sein d’un Mali fédérale (comme le propose incessamment notre président délégué Dr. Mimoun CHARQI [12]). Aider à la cessation de la guerre civile en Libye, en forçant le départ des troupes mercenaires syriennes de la Turquie de sa région de Tripolitaine et des mercenaires de Wagner dans la Cyrénaïque. S’impliquer à la réconciliation des Soudanais…Et pour le cas de l’Algérie, déployer vos efforts pour défendre sa démocratisation que revendique légitimement le « Hirak Algérie » depuis février 2019, en exigeant le passage du pouvoir de ces plus hautes autorités militaires à une nouvelle autorité civile légalement et démocratiquement constituée. Sans oublier d’aider, toujours et prioritairement, les pays africains en difficulté, comme porter urgemment assistance et aides humanitaires aux centaines de milliers de réfugiés de guerre des Azawadiens accueillis en Mauritanie et des Soudanais au Tchad…

Mr. President,
During his visit to Accra on July 11, 2009, former U.S. President Barack Obama stated, “The future of Africa belongs to Africans” . This statement echoed the words of our Amazigh king, Massinissa, who declared 2,200 years ago, “Africa for Africans.”
Mr. President,
We are writing to express our concern regarding some of your decisions, which, unfortunately, appear to contradict African identity and the interests of our peoples. We were particularly surprised by the reaction of your party, the African National Congress (ANC), following the visit of Mr. Kopeng Obed Bapela to Morocco, whose purpose was to strengthen economic relations between our two countries. Morocco, an Amazigh country renowned for its hospitality, welcomed this initiative to bridge the two ends of our continent.
It is important to remember that countries like Morocco, Algeria, Tunisia, Libya, Egypt, and Mauritania are fundamentally African, not “Arab” as some might claim [1]. In fact, the very term “Africa” originates from the Amazigh word “Afri”, which originally referred to the Tunisian territory under the Roman Empire. When certain leaders claim an Arab identity, they perpetuate an imported ideology, despite our continent’s history that attests to a well-rooted African identity.
It is regrettable that your government sanctioned Mr. Bapela for recognizing the fraternity that binds our peoples, recalling the invaluable support Morocco provided to Nelson Mandela, our pan-African leader. Mr. Mandela himself acknowledged the financial and military support received from Morocco and King Mohammed V. This historical connection and Morocco’s commitment to Mandela’s struggle for freedom and South Africa deserve respect: www.youtube.com/watch?v=iSsw75dgwUc .
Mr. President,
In light of some of your positions, we have the right to question whether your government genuinely defends the interests of African peoples. Are you truly Africans?
We see that you dedicate significant energy to supporting the Palestinian cause, although it is a conflict that does not directly concern our continent. Meanwhile, severe human rights violations against the Tuareg of Azawad, Libyan populations, and other groups in Africa seem to be sidelined.
Regarding the Tuareg and Moorish populations of Azawad, who are subject to grave human rights violations and ethnic cleansing by the Malian government [2], our NGO, the World Amazigh Assembly, took the initiative to reach out to French President Emmanuel Macron [3], Russian President Vladimir Putin [4], Mr. Abdelhamid Dbeibeh, Head of the Libyan Government of National Unity, as well as foreign ministers including Mr. Nasser Bourita for Morocco, Mr. Abdoulaye Diop for Mali, Mr. Sameh Shoukry for Egypt, Mr. Nabil Ammar for Tunisia, Ms. Aïssata Tall Sall for Senegal, Ms. Ragnaghnèwendé Olivia Rouamba for Burkina Faso [5], the European Union [6], Turkish President Mr. Recep Tayyip Erdogan [7], and Mr. Mohamed Ould Cheikh El-Ghazouani, President of the Islamic Republic of Mauritania and current Chair of the African Union [8]. So far, we have received no favorable response from any of them on this crime against humanity unfolding in the heart of Africa. Yet, your diplomacy remains silent!
We also wish to highlight concerns about your foreign policy’s alignment with the Algerian generals, who pursue a repressive policy against the Amazigh in Algeria and violate human rights. These ‘Algerian generals,’ whom we should refer to the International Criminal Court (ICC) [9], practice “state terrorism” by creating jihadist groups, like Al Qaeda in the Islamic Maghreb (AQIM), that have destabilized Sahel countries. They impudently assassinated 127 young people from the Kabylia region in April 2001 and the famous singer Lounès Matoub on June 25, 1998, severely repressed the Mozabites during 2014 and 2015, and continue to pursue human rights activists and peaceful political movements, such as the Movement for the Self-Determination of Kabylia (MAK), which they have treated as terrorist movements. Most recently, they attempted to kidnap and abduct Chaoui writer and journalist Hicham Aboud, a member of our NGO, in Barcelona on October 18 (and who was, fortunately and miraculously, freed by the Spanish Guardia Civil in Lebrija) [10]. It would be highly desirable to see South Africa oppose such policies by supporting democratic aspirations in Algeria and fostering greater regional cooperation in North Africa.
In this regard, we advise you to distance yourself from these Algerian generals, who are obsessed with destabilizing their neighbor Morocco by supporting and financing two separatist and terrorist movements: the Polisario, which aspires to establish an “Arab” republic on “Amazigh and African” land since 1976, and the “National Rifain Party.” These generals persist in blocking any regional union of North African states and their trade relations with Europe, as we denounced once again in our October 1 letter addressed to European Union parliamentarians and Spanish, French, and Belgian representatives. [11].
In conclusion, Mr. President, if South Africa aspires to secure a permanent seat on the UN Security Council, it must demonstrate a sincere and effective commitment to the peace and prosperity of Africa as a whole. Morocco, for instance, has proposed a political solution for the Sahara region, recognized by the United States, France, Spain, and dozens of African countries. Supporting African initiatives for peace, promoting the rights of the Tuareg people to regional political autonomy within a federal Mali (as our deputy president, Dr. [Mimoun CHARQI, has repeatedly suggested [12] ), assisting in ending the civil war in Libya by forcing the departure of Turkish Syrian mercenary forces from Tripolitania and Wagner mercenaries from Cyrenaica, engaging in Sudanese reconciliation efforts… And in the case of Algeria, directing your efforts to advocate for its democratization as legitimately demanded by the “Algerian Hirak” since February 2019, requiring a transfer of power from the highest military authorities to a newly and democratically constituted civilian authority. Not forgetting to always and primarily assist African countries in difficulty, such as urgently providing humanitarian aid to hundreds of thousands of Azawad refugees hosted in Mauritania and Sudanese refugees in Chad.
Thank you for the attention given to this letter, and please accept, Mr. President, the expression of my highest consideration.
