بشرى لنساء ورجال التعليم .. برادة يؤكد إدراج تعويضات مالية جديدة قبل انصرام عهدة حكومة أخنوش

أكدت وزارة التربية الوطنية على التزامها بإدراج التعويضات المالية الجديدة لنساء ورجال التعليم، مع الحرص على إخراج التعويض التكميلي لكافة الفئات المحرومة منه قبل انصرام ولاية الحكومة الحالية، حيث جاء ذلك خلال اجتماع اللجنة التقنية المشتركة المؤطرة بالمذكرة الوزارية 17/103، الذي انعقد يوم الخميس 11 دجنبر بمركز الملتقيات والتكوينات، بحضور الكاتب العام بالنيابة والمديرين المركزيين ومستشار الوزير، إضافة إلى ممثلي النقابات التعليمية الخمس الأكثر تمثيلية.
واستهل الاجتماع بتقديم أجوبة حول الملفات العالقة منذ اتفاقي 10 و26 دجنبر 2023، إضافة إلى قضايا مستجدة تتعلق بالقطاع، حيث تم التأكيد على متابعة التعويض التكميلي لأساتذة التعليم الابتدائي والإعدادي، والأطر المختصة والمساعدين التربويين والمتصرفين، وضمان صرف المستحقات قبل نهاية العهدة الحكومية، كما شددت الوزارة على تفعيل التعويض عن المناطق النائية بعد عرض نتائج الدراسة الخاصة به على النقابات في القريب العاجل.
وفي سياق آخر، أعلنت الوزارة عن قرب الإعلان عن النتائج النهائية لمباراة الأساتذة الباحثين خلال الأيام الثلاثة المقبلة، مع نشر لوائح الانتظار لشغل أي منصب شاغر، كما أكدت على متابعة قرار شغل مناصب الإدارة التربوية، الذي يمر حاليا بمرحلة التدقيق قبل النشر بالجريدة الرسمية، بالإضافة إلى مراسلة وزارة الوظيفة العمومية وقطاعات أخرى لتفعيل المادة 77 واحتساب سنوات الخدمة السابقة للفئات المستهدفة.
وأبرزت الوزارة ضرورة الترخيص الاستثنائي من رئيس الحكومة لجبر ضرر المتصرفين التربويين ضحايا الترقيات بين 2021 و2023، مع الالتزام بتنفيذ الأحكام القضائية النهائية ذات الصلة، مؤكدة مواصلة الاشتغال الجماعي على إعداد مشروع النظام الأساسي للمبرزين، ومتابعة كل الملفات الفنية المرتبطة بالوظيفة العمومية ووزارة الميزانية.
وتفاعلت النقابات التعليمية خلال الاجتماع بالتأكيد على ضرورة الإسراع في تنفيذ ما تبقى من الاتفاقات السابقة، خاصة التعويض التكميلي، وملف العمل بالمناطق النائية، وتقليص عدد ساعات العمل للهيئة التدريسية، فضلا عن معالجة وضعية الأساتذة المرتبين في الدرجة الأولى ضحايا المادتين 81 و87، وما تبقى من المناصب المالية المتعلقة بالمادة 45، وملفات مرتبطة بالصندوق المغربي للتقاعد، وملف المتضررين من النظامين الأساسيين، كما طالبت النقابات بإنصاف فوجي خريجي مراكز التفتيش وبرامج الريادة، والحسم في المهام والأعباء الإضافية لفئة المتصرفين التربويين، ومعالجة طعون الحركة الإدارية الخاصة بالحراس العامين.
من جانبه، أكد الكاتب العام بالنيابة على التزام الوزارة بإصدار لائحة استدراكية لمؤسسات جديدة ضمن مشروع الريادة، ومعالجة جميع الطعون الإدارية وفق الأطر القانونية، وإصدار المراسلات التوجيهية لمصالح الوزارة الخارجية حول التعويضات المستحقة ومتابعة وضعية المتصرفين غير المزاولين لمهام الإدارة التربوية، بالإضافة إلى النظر في المناصب المالية المتبقية لمباراة سنة 2025، وإعلان المباراة المهنية لسنة 2026.
وأوضحت الوزارة أنها بصدد دراسة حالات ضحايا المرسوم 2.18.294، مع الانفتاح على تعديل مواد النظام الأساسي للتفاعل مع مطالب الأسرة التعليمية، مؤكدة أن اجتماع الكتاب العامين للنقابات مع الكاتب العام بالنيابة سيعقد في الأيام القادمة لتحديد الأولويات وتسريع تنفيذ الالتزامات الموقعة، بما يشمل شريحة واسعة من نساء ورجال التعليم، وبالأخص أساتذة الابتدائي والإعدادي والمختصين التربويين والاجتماعيين والمساعدين التربويين والمتصرفين.
