بوعرك… إقصاء تعاونيات نسائية من دعم “الكساب” يفضح اختلالات الحكامة ويقوض شعارات تمكين المرأة
أثار إقصاء تعاونية دهار بوسخان النسائية ببوعرك، إلى جانب تعاونيات نسائية أخرى، من الاستفادة من دعم برنامج “الكساب”، موجة غضب واستنكار واسعة، في ظل غياب أي توضيح رسمي أو مبررات موضوعية، ما أعاد إلى الواجهة إشكالية الشفافية والإنصاف في تدبير برامج الدعم العمومي الموجهة للفلاحين والكسابة.
وفي تصريح شديد اللهجة، أكدت مسيرة تعاونية دهار بوسخان النسائية، السيدة (ب.ش)، في بيان توصل به الموقع، أن التعاونية استوفت جميع الشروط القانونية والإدارية المطلوبة، وشاركت في عمليات الإحصاء والترقيم وفق المساطر المعمول بها، قبل أن تُفاجأ بإقصائها غير المبرر من الاستفادة من الدعم، دون إشعار مسبق أو تعليل قانوني، في ما اعتبرته خرقًا سافرًا لمبدأ تكافؤ الفرص.
وأوضحت المتحدثة أن هذا الإقصاء لا يمكن اعتباره حالة معزولة أو خطأً إداريًا عابرًا، بل يندرج ضمن نمط مقلق من الإقصاء الممنهج الذي طال تعاونيات نسائية أخرى، ما يطرح علامات استفهام كبرى حول المعايير المعتمدة في الانتقاء، وحول مدى احترام مبادئ الحكامة الجيدة وربط المسؤولية بالمحاسبة.
وأضافت أن ما وقع يعكس تناقضا صارخا بين الخطاب الرسمي الذي يروج لتمكين المرأة القروية ودعم الاقتصاد الاجتماعي والتضامني، وبين ممارسات ميدانية تكرّس التهميش والإقصاء، وتفرغ برامج الدعم من بعدها الاجتماعي والإنساني، خاصة في ظل هشاشة الأوضاع الاقتصادية التي تعيشها الأسر المستفيدة من هذا النشاط.
واعتبرت التعاونية أن إقصاء تعاونيات نسائية مستوفية للشروط من برنامج عمومي موجه لدعم الكساب يشكل مساسا خطيرا بمبادئ العدالة الاجتماعية، ويحول آليات الدعم من رافعة للتنمية المحلية إلى وسيلة للإقصاء والتمييز، بما يهدد الثقة في السياسات العمومية الموجهة للعالم القروي.
وفي هذا السياق، أدانت تعاونية دهار بوسخان النسائية بشدة ما وصفته بالقرار الجائر وغير المسؤول، محملة الجهات الوصية كامل المسؤولية عن تبعاته الاجتماعية والاقتصادية، خاصة وأن عددًا من الأسر يعول بشكل أساسي على هذا النشاط كمصدر وحيد للعيش.
وطالبت التعاونية بفتح تحقيق عاجل، مستقل وشفاف، لكشف حقيقة المعايير المعتمدة في برنامج “الكساب”، مع الدعوة إلى التراجع الفوري عن قرارات الإقصاء، وتمكينها، إلى جانب باقي التعاونيات النسائية المتضررة، من حقها المشروع في الاستفادة من الدعم العمومي دون أي شكل من أشكال الإقصاء أو التمييز.
